学院概况

中南大学公共管理学院始建于2009 年7月,前身系政治学与行政管理学院,相关学科始创于二十世纪八九十年代。学院现坐落于中南大学天心校区,设有公共管理系、社会学系两个教学系。

学院师资力量雄厚,现有教职员工62人、专任教师52人,其中教授14人、博士生导师18人。拥有国家“万人计划”哲学社会科学领军人才、教育部教学指导委员会委员、教育部新世纪优秀人才、湖南省芙蓉学者、湖南省优秀社会科学青年专家、湖湘青年英才等一批国家级、省部级高层次人才。

学院学科体系完备,拥有公共管理学、社会学两个一级学科博士点,设有公共管理、社会工作两个专业硕士学位点以及行政管理、社会学两个本科专业。其中行政管理、社会学专业获批国家级一流本科专业建设点,公共管理学、社会学为湖南省重点学科。学院科研平台支撑坚实,建有8个省部级研究基地(中心),系中国应急管理学会校园安全专业委员会主任单位、民政部政策理论研究基地合作单位等,同时拥有中南大学地方治理研究院、中南大学社会稳定风险研究评估中心、中南大学乡村振兴研究中心、中南大学社会调查与民意研究中心4个 CTTI 高校智库,形成学科建设、科研基地与高端智库协同发展的良好格局。

学院教学成果丰硕,教师斩获多项省级及以上教学成果奖。课程与教材建设成效显著,《领导科学基础》入选第二批“十四五”职业教育国家规划教材;《社会调查与研究方法》《社会调查与统计》《公共行政学》《创业基础》获评国家级一流课程;MPA《行政伦理学》入选全国首批公共管理硕士专业学位研究生在线示范核心课程建设计划。

学院锚定国家战略需求,聚焦人工智能时代的政府治理现代化与政策过程、乡村振兴与城乡融合高质量发展、复杂风险场景下的国家安全与应急管理体系建设、人口结构变迁与健康社会政策等四个重点研究方向。学院学术氛围浓厚,主编“中南大学公共管理研究丛书”“中南大学社会学研究丛书”“中南大学乡村振兴研究丛书”等系列学术著作,持续主办、承办“名师名家论坛”“风险与治理”等高端学术活动,先后邀请百余名国内外知名专家学者莅临讲学交流。

学院现有在校学生1869人,其中本科生485人、学术型硕士215人、专业学位硕士1046人、博士生88人、留学生35人。学生综合素质过硬,在“挑战杯”、全国公共管理案例大赛、人力资源职业技能大赛、数学建模、智能设计等各类高水平学科竞赛中斩获国家级奖项 60 余项。毕业生发展路径多元、培养质量优良,众多学子升学至清华大学、北京大学、复旦大学、中国人民大学、浙江大学等国内顶尖高校,赴伦敦政治经济学院、南安普顿大学、纽约大学、南洋理工大学、香港大学、香港中文大学等境外知名院校深造;大批毕业生入职中铁、中建、华为、腾讯、字节跳动、三一等大型企事业单位;每年有 40 余名毕业生考取国家公务员及基层选调生。

The School of Public Administration at Central South University (CSU) was established in July 2009, evolving from the former School of Political Science and Administrative Management. Its foundational disciplines trace their origins to the 1980s and 1990s. It is located in the Tianxin Campus of CSU and comprises two teaching departments: the Department of Public Administration and the Department of Sociology.

The School maintains a distinguished and accomplished faculty. It currently comprises 62 staff members in total, of whom 52 are full-time academic faculty, including 14 professors and 18 doctoral supervisors. The faculty encompasses an array of nationally and provincially recognized scholars of high distinction, among them leading talents in philosophy and social sciences under the National "Ten Thousand Talents Program," members of the Ministry of Education's Teaching Steering Committee, recipients of the Ministry of Education's New Century Excellent Talents Award, Hunan Province Furong Scholars, Hunan Province Outstanding Young Experts in Social Sciences, and Huxiang Young Talents.

The School offers a well-structured and comprehensive academic system, conferring doctoral degrees in two first-level disciplines, namely Public Administration and Sociology, while providing two professional master's degree programs in Public Administration (MPA) and Social Work, alongside two undergraduate programs in Administrative Management and Sociology. Both the Administrative Management and Sociology programs have been designated as National First-Class Undergraduate Major Construction Sites, and both disciplines are recognized as Key Disciplines of Hunan Province. The School is further supported by robust research infrastructure, encompassing 8 ministerial- and provincial-level research bases and centers. It serves as the presiding unit of the Campus Safety Professional Committee under the Chinese Society for Emergency Management, and as a collaborative unit of the Policy and Theory Research Base of the Ministry of Civil Affairs. The School also houses four CTTI (Chinese Think Tank Index) university-affiliated think tanks: the CSU Institute of Local Governance, the CSU Research and Assessment Center for Social Stability Risks, the CSU Research Center for Rural Revitalization, and the CSU Center for Social Survey and Public Opinion Research. Together, these platforms foster a synergistic model of development integrating discipline construction, scientific research bases, and high-end think tanks.

The School has garnered notable achievements in education and pedagogy, with faculty members earning multiple teaching achievement awards at the provincial level and above. Considerable progress has been made in curriculum development and textbook construction.Fundamentals of Leadership Science was selected for inclusion in the second batch of National Planned Textbooks for Vocational Education under the "14th Five-Year Plan." Four courses, namelySocial Survey and Research Methods,Social Survey and Statistics,Public Administration, andFundamentals of Entrepreneurship, have been recognized as National First-Class Courses. In addition, the MPA courseAdministrative Ethics was included in the in the first batch of the National Online Demonstration Core Course Construction Plan for Master of Public Administration degrees.

Oriented toward national strategic imperatives, the School concentrates its scholarly efforts on four principal research directions: the modernization of governmental governance and policy processes in the age of artificial intelligence; the high-quality development of rural revitalization and urban-rural integration; the construction of national security and emergency management systems under complex risk scenarios; and demographic structural transformation and health-oriented social policy. The School sustains a vibrant academic culture, serving as the editorial home of several ongoing scholarly series, including theCSU Public Administration Research Series, theCSU Sociology Research Series, and theCSU Rural Revitalization Research Series. It regularly convenes high-level academic forums and symposia, notably the "Distinguished Scholars Forum" and the "Risk and Governance" series, and has hosted over one hundred eminent scholars and experts from both domestic and international institutions for lectures and scholarly exchange.

The School currently enrolls a total of 1,869 students, comprising 485 undergraduates, 215 academic master's students, 1,046 professional master's students, 88 doctoral candidates, and 35 international students. Students have demonstrated exceptional academic and extracurricular achievement, securing more than 60 national-level awards in prestigious competitions including the "Challenge Cup," the National Public Management Case Competition, the Human Resources Vocational Skills Competition, and contests in mathematical modeling and intelligent design.

Graduates of the School pursue diverse and distinguished career trajectories. A substantial number have continued their advanced studies at leading domestic universities, including Tsinghua University, Peking University, Fudan University, Renmin University of China, and Zhejiang University, as well as at internationally renowned institutions such as the London School of Economics and Political Science (LSE), the University of Southampton, New York University (NYU), Nanyang Technological University (NTU), the University of Hong Kong (HKU), and the Chinese University of Hong Kong (CUHK). A considerable number of alumni have secured positions at major state-owned enterprises, private corporations, and public institutions, including China Railway, China State Construction Engineering Corporation, Huawei, Tencent, ByteDance, and SANY Group. Each year, more than 40 graduates are admitted to the national civil service or selected for grassroots-level talent programs.
